CONCORD – The House tax-writing committee endorsed new taxes on capital gains and estates to help support the next two-year state budget.

“They were recommended because they were needed for the budget,” said state Rep. Susan Almy, D-Lebanon, after the House Ways and Means Committee she heads finished four days of review.

….“Who does this hurt the most? Retirees on a fixed income who have built up a modest nest egg to supplement their income,” Hess said.
