The House Education Committee votes on Tuesday, February 21st on CACR 8 which restores the “exclusive” right of the people to control their schools without State interference. CACR 8 also allows the State legislature to supplement the educational provisions made by the towns and cities, resolving the Claremont crisis.

On November 2, 2011 CACR 8 was voted OTP (10-5) by the House Education Committee. Ten Republicans on the Committee voted in favor of the amendment; five Democrats voted against the proposal. Please remind the Republicans to stand firm once again on principle and vote to pass CACR 8; ask the Democrats to restore local control of schools because allowing parents to have a greater voice in their child’s education is he best way to improve our schools.

On January 5, 2012 the House voted 219 to 127 to pass CACR 8. That was 20 votes short of the 3/5 threshold needed to pass a constitutional amendment. 239 votes were needed. However, right now we need to get CACR 8 out of the Committee with a favorable recommendation…. so the House can have another chance to vote on it.

Please ask the House Education Committee to pass CACR 8 with one of two amendments submitted to the Committee by Rep. Seth Cohn and Rep. Paul Ingbretson. The first amendment makes a minor change; the second makes the same minor change but also stream-lines the article making it easier for the voter to read and hopefully avoids any further misunderstanding by the Court.

Either amendment submitted by Rep. Cohn and Ingbretson resolves the problem cited on the House floor during the January 5th floor debate.

CACR 8 is the anti-dote to CACR 12 which proposes to:

– centralize control over education,
– destroy the autonomy of the cities and towns,
– do an end-run around local spending caps as well as Art. 28-a, the constitutional prohibition against unfunded state mandates,
– pave the way for a state income tax to ease the burden on businesses and donor towns,
– eliminate local control over schools, which is our constitutional right under Art. 6.
