MANCHESTER, N.H. — A man who Manchester police said was in possession of items stolen in a home burglary this week, including a handgun, is one of the recent parolees given early release under the state’s SB500 law.

Mark Ouellette, 23, who police said is homeless, was arrested Wednesday outside a fast-food restaurant on South Willow Street. Ouellette was already wanted after a parole officer who went to check on him last week found that he was not staying at the homeless shelter where he was supposed to be under requirements of the state law.

SB 500 was passed, signed, and implemented.
