HB 383 would require passenger restraint use by all motor vehicle operators and passengers unless specifically exempt by law.

Amendment: The bill was amended to reduce the fines by 50%; $50 to $25 for the 1st offense and $100 to $50 for the 2nd or subsequent offense and is now a “secondary” offense.
