{"id":2161,"date":"2012-02-20T11:44:24","date_gmt":"2012-02-20T16:44:24","guid":{"rendered":"http:\/\/www.cnht.org\/news\/?p=2161"},"modified":"2017-12-14T17:12:06","modified_gmt":"2017-12-14T22:12:06","slug":"support-cacr-8","status":"publish","type":"post","link":"https:\/\/www.cnht.org\/news\/2012\/02\/20\/support-cacr-8\/","title":{"rendered":"Support CACR 8"},"content":{"rendered":"<p><strong>The House Education Committee votes on Tuesday, February 21st on CACR 8 which restores the &#8220;exclusive&#8221; right of the people to control their schools without State interference.<\/strong> CACR 8 also allows the State legislature to supplement the  educational provisions made by the towns and cities, resolving the Claremont crisis.<\/p>\n<p>On November 2, 2011 CACR 8 was voted OTP (10-5) by the House Education Committee.  Ten Republicans on the Committee voted in favor of the amendment; five Democrats voted against the proposal.  Please remind the Republicans to stand firm once again on principle and vote to pass CACR 8;  ask the Democrats to restore local control of schools because allowing parents to have a greater voice in their child&#8217;s education is he best way to improve our schools.<\/p>\n<p>On January 5, 2012 the House voted 219 to 127 to pass CACR 8. That was 20 votes short of the 3\/5 threshold needed to pass a constitutional amendment.  239 votes were needed.  However, right now we need to get CACR 8 out of the Committee with a favorable recommendation&#8230;. so the House can have another chance to vote on it.<\/p>\n<p><strong>Please ask the House Education Committee to pass CACR 8 with one of two amendments submitted to the Committee by Rep. Seth Cohn and Rep. Paul Ingbretson. <\/strong> The first amendment makes a minor change; the second makes the same minor change but also stream-lines the article making it easier for the voter to read and hopefully avoids any further misunderstanding by the Court.<\/p>\n<p>Either amendment submitted by Rep. Cohn and Ingbretson resolves the problem cited on the House floor during the January 5th floor debate.<\/p>\n<p>CACR 8 is the anti-dote to CACR 12 which proposes to:<\/p>\n<p>\t&#8211; centralize control over education,<br \/>\n\t&#8211; destroy the autonomy of the cities and towns,<br \/>\n\t&#8211; do an end-run around local spending caps as well as Art. 28-a, the constitutional prohibition against unfunded state mandates,<br \/>\n\t&#8211; pave the way for a state income tax to ease the burden on businesses and donor towns,<br \/>\n\t&#8211; eliminate local control over schools, which is our constitutional right under Art. 6.<\/p>\n<p>Please contact committee:    ~HouseEducationCommittee@leg.state.nh.us<\/p>\n<p>Or contact the members individually:<\/p>\n<p>Balboni, Michael Chair 598-3851 michael.balboni@leg.state.nh.us<br \/>\nBoehm, Ralph V.
