(AP) &#8212; A Massachusetts couple has been fined $18,500 for violating New Hampshire&#8217;s wetlands regulations and shoreland protection act.<\/p>\n<p>State environmental services officials said Monday that Richard and Colleen Lefebvre of Tewksbury, Mass., dredged and filled several areas at their New Hampshire home in Springfield on Palazzi Pond without a permit. Officials said they installed a culvert in an area where a stream flows part of the year, failed to properly install and maintain erosion controls and failed to maintain a woodland buffer on Palazzi Pond, which also is known as Bog Pond.<\/p>\n<p>Half the fine is due by March 29.
