When citizens submit a petition for a warrant article they sign on to something very specific. When that specificity is removed or changed as to the subject of the petition, their signatures are no longer valid.
This law eliminates that prospect. Warrants articles that request money can still be amended in the usual way with regard to the amount being spent but not the item being purchased.
